Tribute to Toledo is a short progression quest in ARC Raiders that revolves around acquiring a Power Rod and handing it over to Celeste. The quest itself is simple — the only friction comes from understanding where Power Rods come from and which option makes sense at your stage of progression.
This walkthrough focuses on completing the quest cleanly, without overcommitting valuable items or wasting runs.
How to Unlock Tribute to Toledo
Tribute to Toledo becomes available after completing Life of a Pharmacist, a quest given by Lance.
Once Life of a Pharmacist is finished, Celeste will offer Tribute to Toledo at the hub. You accept it directly from her. There are no map restrictions, and the objective does not need to be completed in a single raid.
Quest Objective
Tribute to Toledo has a single requirement:

Acquire a Power Rod and deliver it to Celeste
As soon as the Power Rod is handed in, the quest completes.
Ways to Get a Power Rod
There are multiple ways to obtain a Power Rod. Which one makes sense depends entirely on what you already have and how far you are into progression.
Recycling (Fastest)
Many players complete Tribute to Toledo after finishing Lost in Transmission, which rewards a Snap Hook.

If you already have a Snap Hook and do not need it, recycling it will produce a Power Rod and instantly solve the quest.
This is not recommended if the Snap Hook is your only one and still useful to you. Recycling is an option, not a default solution.
In-Raid Acquisition (Natural Progression)
Power Rods can drop during normal raids, most notably in Dam Battlegrounds.
The most reliable in-raid location is the Power Generation Complex, where Power Rods can appear inside breachable electrical cabinets and power panels.

Finding a Power Rod in raid is RNG-based, but very achievable through regular play.
Crafting (Later Progression)
Once your Refiner is upgraded far enough, Power Rods become craftable using:
