It unlocks a locked interior room inside the Control Tower (A6) on the Spaceport map.
The Control Tower is sometimes referred to in community guides as Ground Control or Central Tower. These names are informal and not used in-game, but they usually refer to the same Control Tower (A6) structure on Spaceport.

How to Get the Spaceport Control Tower Key
The Spaceport Control Tower Key can be obtained in two ways: as a quest reward later in the questline, or as a random drop through normal gameplay.
As part of the quest path, the key is awarded by Shani when you’re required to access Control Tower A6 on the Spaceport map — full details are covered in our Lost in Transmission quest guide.
Outside of quests, keys are found by looting:

Keys appear more often in amber / orange zones, simply because those areas contain more interiors and searchable objects. Over time, this is where most keys come from.
